This appears to be part of a House document House No. 32 dated February 27 1839 and presented by William Lincoln. The pamphlet discusses the financial challenges dating back to the late 18th century which prevented the development of transportation systems. While the title suggests a western theme much of the discussion is closer to the original colonies. The author makes a case for rail and other transportation systems by pointing out the benefits of these efforts on real and personal property values. He uses the favorable impact the Erie Canal had on property in New York. It appears that after careful consideration the House Committee voted in favor of the proposal to spend the money $1200000 on the development of the 'so called ' Western Rail-road'.
