Estrada is heavy on political theory and with good reason. At the time of publication Mexican democracy was in a crisis. In July Gen. Urrea acting on behalf of Valentine Farias actually stormed the National Palace and took Bustamente prisoner. Bustamente soon escaped but the ensuing conflict between Farias and Bustamente for legitimacy had a devastating effect on hopes for a true democracy of the kind Estrada extols here.
