Reliure strictement de l'époque plein veau marbré caramel, dos lisses ornés aux petits fers dorés, tranches mouchetées de rouge. Reliures bien conservées malgré quelques petites traces d'usage, intérieur frais imprimé sur beau papier vergé. Edition originale rare. Une seconde édition paraîtra l'année suivante (An IX, à Paris chez Henrichs). Barbier dans son Dictionnaire des ouvrages anonymes et Quérard dans les Supercheries littéraires, ne citent que cette seconde édition. "Cet Essai tracé avec une précipitation que décèleront suffisamment ses nombreuses incorrections, a été terminé le 21 décembre 1799, 30 frimaire an 8. J'en indique la date, parce qu'il est vraisemblable de calculer qu'un mois se sera à peine écoulé, que de nombreux événements auront déjà eu lieu en Europe. Mais des changements que la politique peut prévoir, et que des circonstances fortuites opèrent, sont toujours difficiles à déterminer. Nous avons vécu si longtemps en peu d'années, nous sommes aujourd'hui si loin de 1789, qu'une période de dix ans a suffi pour faire rouler deux siècles sur nos têtes. Nous avons vu tant d'événements contraires se succéder, se heurter, se croiser en tous sens ; tant d'incidents purement accidentels déconcerter les combinaisons politiques et amener de grands résultats, que, pour rencontrer juste, la manière peut-être la plus sûre de prévoir ce qui arrivera, serait de supposer précisément le contraire de ce qui parait devoir être. Le but de cet ouvrage ne peut donc être de déterminer les événements que le temps, le hasard et des combinaisons nouvelles peuvent amener, mais de présenter les intérêts réels de la France, ses intérêts de tous les temps, et la marche constante qu'on doit suivre au milieu de cette multitude de préventions, de préjugés et de passions qui paraissent avoir bouleversé l'Europe politique, d'un côté, en rompant des liens que le temps, l'habitude et la nécessité devaient rendre indestructibles et de l'autre, en formant à leur place, des accords fugitifs, des alliances monstrueuses que les circonstances ont colorées sans les justifier. Je suivrai constamment la marche politique des cours depuis 1748 jusqu'en 1789, et depuis le commencement de la révolution jusqu'à nos jours ; et je m'attacherai surtout à présenter les résultats politiques qui doivent être le but de toute négociation comme de toute guerre. Je démontrerai que la conduite que la France a à tenir, est indépendante de la forme de son gouvernement ; que son intérêt est un, qu'il est le même dans tous les cas ; et ne parlant que de ses intérêts politiques, ce que je suppose convenable pour la république l'eût été également sous la monarchie, et deviendra seulement plus facile de nos jours, s'il est vrai que l'esprit public et les mœurs soient les bases constitutives des républiques. Dans tout le cours de cet Essai j'ai considéré la France seulement comme puissance. C'est son intérêt de position, de temps, de lieu, de commerce, de politique fédérative et militaire, que j'ai envisagé. Si l'on cherche ici des satires ou des personnalités, on peut se dispenser de me lire : j'ai tâché de me garantir des préventions ; et ce n'est point aux passions que je sacrifie. Si j'ai parle des erreurs de l'ancien gouvernement, c'est pour en garantir le nouveau ; si j'ai été force de m'arrêter sur les fautes du dernier directoire, ce n'a pas été pour le plaisir de les relever, mais pour offrir les moyens de les réparer. Sans encenser les intérêts et les passions, j'ai dit ce que j'ai pensé, ce qui m'a paru vrai, ce que j'ai cru utile à mon pays, parce que, dans tous les temps, l'amour de la patrie doit être le premier devoir comme le premier sentiment d'un Français. [...]" (extrait de la Préface). Le second volume contient un état de la situation politique et des rapports respectifs entre les Etats de l'Europe (Hollande, Milanais, Venise, Gènes, Piémont, Naples, Sicile, Espagne, Portugal, Angleterre, Etats-Unis d'Amérique, Danemark, Suède, Russie, Prusse, Autriche, Egypte (la campagne d'Egypte est en cours), Grèce et la République française. Jean Blanc de Volx, né à Lyon, fonctionnaire de l'Empire, est l'auteur d'ouvrages intéressants et estimés sur la révolution française et ses suites, le commerce et la politique (Biographie universelle des contemporains, III, p. 50). Outre celui-ci, on lui doit un Etat commercial de la France (1803), Des causes des révolutions et de leurs effets (1801), Du commerce de l'Inde (1802), etc. Blanc de Volx était receveur des douanes à Naples sous l'Empire sous le gouvernement de Murat. Il soutenait les théories mercantiles quant au commerce des Indes. Il est le père de l'historien de la peinture Charles Blanc et de l'historien républicain membre du gouvernement provisoire de 1848, Louis Blanc. Bel exemplaire.
