‎Pour la première fois, et sur le même modèle que cela se pratiquait pour la métropole, le conseiller d'état Saint-Hilaire, directeur des colonies, dresse un tableau de l'administration de la justice dans les colonies. L'auteur du rapport déplore un manque de données qui ne lui permettent pas de poursuivre très loin son analyse, mais il constate tout de même que, avec des effectifs moindres, les justices coloniales règlent un nombre d'affaire comparable à celui de la plupart des département français. Bel exemplaire.‎

Signé Poncignon, président, Cougnacq-Mion, vice-président et daté du Cap, le 31 août 1790. Charles-François Cougnacq, dit Cougnacq-Mion, était propriétaire d'une indigoterie et chirurgien-major des milices. Envoyé en France en 1790 comme commissaire de l'Assemblée Coloniale, il passa en Angleterre. (Manque aux principales bibliographies spécialisées). Bon exemplaire, très frais.‎

Les forts, les mines de soufre et d'argent, ainsi que le Logis de Mr. de Poincy, lieutenant général des îles d'Amérique, sont indiqués. Le nord est à gauche de la carte. Très bel exemplaire. Pastoureau, p. 416, cite un ensemble de cartes, dont celle-ci, publiées dans un atlas de Sanson d'Abbeville.‎

‎Avec la révolution de 1830 et l'arrivée sur le trône de France du roi Louis-Philippe, le statut des colonies changea. La Charte de 1830 déclarait que les colonies seraient régies par des loix (article 64) et non plus par des ordonnances. Dans cette brochure, l'auteur demande que la Charte soit appliquée et que des loix soient votées. Il s'oppose également aux demandes des colons tel que priver les esclaves affranchis de droits politiques, ou nommer eux-mêmes les magistrats. Il dénonce les conditions faites aux esclaves et la cruauté des colons: "les esclaves sont aux yeux du colon une espèce de bétail à deux pieds" (page 28). Bon exemplaire. Much of this last part is based on conjecture hypothesizing the effects on the family of a sick male where the family lives in a 'hovel' the wife is forced to work as is the eldest daughter speculating the wife also becomes ill and dies leaving the children to the penal system. FAIR/GOOD condition. Wisconsin Tuberculosis Association stamp on the outside cover with a faint note in pencil also present. Minor pencil corrections in the text. General browning to the paper with a 3 1/2 inch horizontal tear affecting the pages at the center fore edge. No Publisher unknown‎

Some soiling with moderate scattered staining to the covers. Some browning. Heavy splitting tearing chipping and scuffing to the cloth along the spine hinges with some loss.
