A Paper Read Before the Society for the Reform and Codification of the Law of Nations, on the 15th of August, 1879. 8vo. Third Edition. 39 pages, plus large diagram measuring approximately 37 x 32 cm, in original titled wrappers. Chart with small splits at folds, otherwise very good and original condition. Smith puts forth a learned and compelling argument for the re-implementation of silver coins as a standard of the monetary system. Having been the leading unit of measure for centuries, it had only recently begun being replaced by the Gold Standard, first in the United Kingdom and Latin America some sixty years earlier in 1821, then in the Province of Canada in 1853, Newfoundland in 1865, and Germany in 1873. He supports this proposal with a historical sketch of both gold and silver as currency, followed by an assessment of the "existing state of monetary law throughout the world," and specific examples of how silver retained its value through the Civil Wars in South America, the Cotton Famine, the Australian and California Gold Rush eras, and so forth. He tackles three principle objections with statistics and historical evidence, then addresses the mindset of the general population in making a monetary conversion to bimetallism. Appendices show the ratio between the two precious metals from 1801 to 1878, discuss the effects of having recently discredited silver in commerce, considerations in production, and finally, "what remedial measures ought now to be adopted so that silver may again perform, internationally, its proper function as money.
